The annual average cotton output is 6.5 million tons, accounting for 21% of the world. Xinjiang's cotton planting area and output account for more than 80% of China's total. Experts said that the natural conditions of cotton production in Xinjiang are superior and can produce high-quality cotton that exceeds the "Australian cotton" standard.
In the past, such a distressing thing happened: due to the deviation of cotton quality in China, the domestic textile enterprises have low recognition, and they would rather buy the “US cotton” and “Australian cotton” at a high price, and they are not willing to purchase Xinjiang cotton. However, with the emergence of the National Cotton Industry Alliance, this phenomenon is changing. China's cotton industry is catching up and catching up with the "US cotton" and "Australian cotton".
On November 28, 2016, led by the Cotton Research Institute of the Chinese Academy of Agricultural Sciences, China's cotton "scientific research - production - processing - circulation - textile - clothing - trade" 208 enterprises and institutions across the entire industrial chain constitute the National Cotton Industry Alliance (referred to as the national cotton Alliance or CCIA). According to the new requirements of the supply-side structural reform, the National Cotton Alliance starts with the demand side and takes high-quality cotton as the starting point. According to “what the demand side needs, what does the producer produce, what the seed company provides, what the research unit develops? The basic idea is to carry out the cotton industry chain layout, and promote the integrated layout of “technical party + producer + demand side” to form an innovative mechanism for the integration of production, education and research. The goal is to build a high-quality raw cotton production base with a capacity of 5-10 million mu and a production capacity of 6-1.2 million tons, which is equivalent to 1-2 Australian cotton production capacity and scale. This will lead the transformation and upgrading of China's cotton main direction from quantity to quality, solve the problem of short-board quality in China's cotton industry for many years, and play a demonstration role in the rural revitalization strategy.
It is understood that the National Cotton Union has been operating for nearly three years, forming a dual-chain driving strategy of “production chain + industrial chain”, namely production chain (species-water-fat-drug-mechanical) integration and industrial chain (scientific research production-processing circulation) -Integration of textiles and garments, innovating a new model for the development of China's cotton industry. At the same time, it promotes the promotion of CCIA brand to the terminal fields such as home textiles, pregnant and babies, underwear, hygiene products, etc., and pushes the development of “double chain” of cotton production chain and industrial chain to promote “quality low-end” to “quality”. The transformation of high-end and high-end will comprehensively enhance the international competitiveness of China's cotton industry. Therefore, the National Cotton Union was named the “Billing Alliance” of the Ministry of Agriculture and Rural Affairs.
At present, the two divisions of Xinjiang Two States (Bazhou and Changji Prefecture) (First Division, Seventh Division) and Anhui Wangjiang County have become the first batch of test areas for CCIA high-end quality raw cotton. The total planting area of 1.5 years is 3 million mu. The high-end quality raw cotton is 180,000 tons; the radiation drives 5 million mu, and the high-quality raw cotton is 600,000 tons. The cotton textile industry generally believes that the quality of raw cotton in the National Cotton Union test area has been significantly improved.
The National Cotton Union has formulated seven important standard documents of the National Cotton Union's "CCIA Cotton Production Technical Guide (Trial)" and "CCIA Cotton Processing Technical Guide (Trial)", and proposed a high-quality raw cotton "pyramid" theoretical model, which has been recognized by the industry. At the same time, the alliance created the CCIA brand, the domestic market recognition is expanding, and its status is constantly improving. CCIA's high-end green quality and CCIA high-end brands are basically formed.
Good cotton is grown. The China National Cotton Union closely follows the standardization and green production of CCIA high-quality raw cotton, implements the CCIA Production Technology Guide and CCIA Processing Technology Guide, and the National Cotton Union Secretariat organizes technical expert groups to participate in the CCIA high-end variety planting site meeting and field. Management work conference, go to the field in the experimental area to guide the field, answer the production problems on the spot, hold 10 technical training courses, train more than 2030 people such as cotton farmers, cotton professional cooperatives, village groups and company agricultural technicians.
